[xmppd-dev] Failing broadcasting on jabberd14.1.6.1.1

Hi All,

  I am running Jabberd14 on hpux.But i could'nt able to braodcast:
  What i have done to broadcast:
  1. created a user using telnet.
  2. provide administrative privilize(write) on thet user.
  When i issue this xml message  
  <message to="localhost/announce/online">
  <body>This is a broadcast message!</body>
</message>
  I am getting this error:
  <message to='jabberuser at localhost/telnet' from='localhost/announce/online' type='error'>
  <body>This is a broadcast message!</body>
<error code='405' type='cancel'><not-allowed xmlns='urn:ietf:params:xml:ns:xmpp-stanzas'/><text xmlns='urn:ietf:params:xml:ns:xmpp-s
tanzas'>Not Allowed</text></error></message>

  What's that error mean,any sugesstion is appreciated
